Whitehall is a borough of about 15,000 people in Allegheny County, in Pittsburgh's South Hills. It split off from Baldwin Township in 1948 and filled in with houses fast. Census figures put the median year built for a Whitehall home at 1958. More than 2,100 of the borough's roughly 7,000 homes went up in the 1950s alone.

Whitehall runs its own Planning, Zoning and Code Enforcement office. For building code work the borough uses a third party agency, Building Inspection Underwriters. BIU handles the plan review and the inspections under the Pennsylvania Uniform Construction Code.
That state code lists demolition right alongside construction as work you need a permit for. For a structural project the borough pairs its own zoning permit with the BIU construction permit. The borough says a permit review can take up to fifteen days. The permit fee is based on the cost of the improvement.
The borough is the office that issues the permit. When we price your job we go over what Whitehall asks for and who handles each step. Utility services get shut off and disconnected by the utility companies before a structure comes down. Pennsylvania's one call system gets notified before any digging starts.
Whitehall built out in the twenty years after the war. More than seven in ten homes here date to before 1970. About 4,500 of the borough's homes are single family houses on their own lot.
That makes for a borough of detached garages, concrete driveways and back yard sheds. Block and brick garages from the 1950s start to lean when a footer settles or the mortar lets go. Frame garages rot at the sill where the slab holds water. The borough calls a shed, a detached garage or a freestanding deck an accessory structure.

Allegheny County is coal country underneath. Pennsylvania's Department of Environmental Protection maps where underground mining happened, and Whitehall is on those maps. The borough has its own DEP sheet with the undermined area shaded in.
DEP describes mine subsidence as the ground moving when old mine workings collapse or fail. It says the damage can show up as cracked foundation walls and floors and cracked brick veneer. DEP calls the maps the best historical record it has and stops short of vouching for them.
A cracked block or stone foundation wall is steady work for us in the South Hills. We do foundation repair and waterproofing on the masonry side of that job. That means repointing and parging, rebuilding damaged sections, waterproofing from outside and fixing the downspouts. When a wall is bowing or a house is settling, a structural engineer should look at it first.
Plenty of Whitehall's postwar houses carry brick or brick veneer. Pittsburgh winters work on the mortar. Water sits in a joint, freezes and pushes the mortar loose. Brick pointing is the repair, and chimneys usually need it first.
Retaining walls are the other steady masonry job here. Block, stone and old railroad tie walls hold up driveways and back yards. State code lets a wall under four feet go without a building permit. Walls of four feet and over go to BIU, and major earth work needs a borough grading permit.
