Canonsburg is a borough, so a teardown here does not go through Pittsburgh's permit office. The borough runs its own Building Department, and it enforces the Pennsylvania Uniform Construction Code under Act 45 of 1999. The borough's building inspector works through an outside code consulting firm. The borough also posts a demolition checklist that has to be cleared before a permit is issued.
Permits work differently in every town around Pittsburgh. When we price a job in Canonsburg we go over what the borough wants and who handles each step. That list covers the permit, the utility shut offs, the asbestos survey and the final grade.
Before a building comes down, the gas, electric, water and sewer have to be shut off and capped. The utility and licensed trades handle those disconnects. We come out from Pittsburgh on I-79 and get off at Canonsburg. The borough is built on a tight grid, with rear alleys running behind the houses. Masonry is the second line of work, and in Canonsburg there is plenty of it. Older houses here were laid up in soft brick with lime rich mortar. Freeze and thaw pulls that mortar out of the joints, and water gets in behind the brick. Brick pointing is the fix: the joints get raked out and packed with mortar that suits the old brick.
Chimneys go first on a house this age. They stand above the roof and take weather on every side, and most have nothing burning in them now. We repoint them, rebuild from the roofline up, or take a chimney down for a roofer to patch over. A certified chimney sweep handles sweeping, liners and flue inspections.
Stucco turns up on porches, additions and the block walls under a lot of these houses. Hollow and cracked stucco gets cut out and patched, or the wall gets a new coat. Brick steps, porch piers, small sidewalks and patios are part of the same work.
Washington County sits over the Pittsburgh coal seam, and mining here goes back generations. Pennsylvania's Department of Environmental Protection sells mine subsidence insurance because a standard homeowner policy does not cover it. Most cracks in a Canonsburg basement still come from water, grading and frost rather than from a mine. The first fixes are simple, like moving the downspouts away and grading the dirt away from the house.
