Pennsylvania has a name for most of what we haul. Construction and demolition waste is the solid waste left from building or tearing down a structure. The state list names wood, plaster, metal, asphalt material, brick, block and unsegregated concrete. In a Pittsburgh house that shows up as plaster and lath, old framing lumber, roofing, drywall and trim.
Dirt, brick, block and concrete get sorted out where the job allows it. Pennsylvania counts uncontaminated material like that as clean fill, which can be reused to bring ground back to grade. Loading is part hand work and part machine work. Inside a house we carry material out by hand, down the stairs and through doorways built narrow. Outside we load with the skid steer, and with the excavator when the pile calls for it. We have been in the demolition business since 2001, and the hauling has always come with the work.
Construction and demolition debris has to go to a permitted facility. Pennsylvania DEP permits the landfills that take it: municipal waste landfills and construction and demolition waste landfills. Only clean fill goes back in the hole a building came out of. We haul to permitted sites and keep the disposal receipts.
Inside the City of Pittsburgh those receipts are part of the permit. The city's demolition rules tie the final inspection to receipts that name the job location and the disposal site. The city also sets what may go back in the hole. Clean fill only, with no wood, roots, grass, coal or carbonaceous shale.
Clean rock, brick, block and concrete do not have to be landfilled at all. Pennsylvania counts uncontaminated brick, block, concrete, stone and used asphalt as clean fill. Processing sites take the same material and put it back to work. Sorting it out keeps weight off the load and out of the landfill.
A cleanout is the step before the real work starts. An investor closes on a house and finds it full of what the last owner left. A landlord takes a unit back after a bad tenancy and the place is loaded. Where the walls come out too, that part is interior demolition and the hauling runs with it.
Old Pittsburgh housing makes a cleanout heavier than the pile looks. Close to half the homes in the city were built in 1939 or earlier. That means plaster and lath instead of drywall, and heavy old framing lumber. It also means narrow stairs, small landings and a rear alley where a driveway would be.
Some material never rides in a mixed debris load. Asbestos comes out first, under a licensed abatement contractor, because the Allegheny County Health Department regulates all forms of it. Pennsylvania DEP sends household chemicals like paint, pesticides and motor oil to collection events. What we load is the building material, and the floor gets swept before we pull out.
