Penn Hills is the second largest municipality in Allegheny County, and most of it went up fast. The municipality's own published plan says about seven in ten homes here were built between 1940 and 1970. Those houses came with small detached garages, plaster walls, block foundations and brick chimneys. Eighty years on, the garages lean, the interiors need gutted and the mortar has given out.

Penn Hills sits straight east of the city, and we come out the Parkway East and up Rodi Road. Penn Hills is its own municipality. The City of Pittsburgh permit office has nothing to do with a teardown here. The Municipality of Penn Hills runs its own Code Enforcement Department. That office enforces the zoning, building and grading codes and inspects contract work.
The municipality's own permit sheet puts it plainly. Permits must be applied for and issued before any work may begin. Its published fee schedule sets the demolition permit fee from the cost of the work. The same office handles grading and dumpster permits. Building without a permit sits near the top of that department's own enforcement priority list.
The municipality issues the demolition permit. When we quote a job here we go over what Penn Hills wants and who handles each step. Gas and electric service comes off first through the utilities and the licensed trades. Asbestos in demolition is regulated by the Allegheny County Health Department. A licensed abatement contractor removes anything found before we start.
Penn Hills holds more than 17,000 homes, most of them single family houses of five to seven rooms. They were built for smaller cars and smaller kitchens. The detached garage at the end of the driveway is usually block or frame. The slab under it has cracked and heaved, and once the roof starts to sag, most owners are done patching. That is when garage demolition is the next call.
Inside, these houses have plaster and lath, old wiring and cast iron drains. Investors and contractors buy them to redo, and the first job is interior demolition down to the studs. Our background is in building, so we take out what has to go and leave what has to stay. Load bearing walls, joists and stacks get looked at before anything comes down.
Most of these houses still carry a brick chimney that no longer does a thing. The furnace changed over from coal, then to gas, and the stack stayed put. We take chimneys down in full or back to the roofline, and a roofer closes the roof after. The brick and block that comes off goes out with the rest of the debris.
Penn Hills counted 62,886 people in 1970. The 2020 census counted 41,059. Fewer people in the same housing stock leaves empty houses behind. The municipality has been working on them for years.
Owners and mortgage holders have to register vacant and abandoned property with Penn Hills. The municipality runs a demolition program of its own, with the Planning Department helping Code Enforcement administer it. In the municipality's planning sessions, residents ranked demolition of unsafe structures as their highest concern. Lincoln Park and Universal, the older parts of Penn Hills, were named as the places needing demolition money most.
Allegheny County runs a Vacant Property Recovery Program for vacant property in 50 municipalities. Penn Hills points owners to it. If the empty house or the lot beside you is yours, the teardown is yours to arrange. That is our work: the structure down, the basement filled, the debris hauled off. The lot is left graded, topsoiled and seeded.
Penn Hills runs on hills and hollows. Lime Hollow, Coal Hollow and Sandy Creek cut through it, and driveways get carved into the banks. Yards are held up by walls built of block, stone, poured concrete or old railroad ties.
The municipality's permit list says a retaining wall higher than four feet needs a permit here. Above the height the code sets, a wall also needs an engineer's design. Walls fail when water builds up behind them and nothing drains it away. Taking the old wall out and building the new one is retaining wall work we handle start to finish.
Brick takes a beating in this climate. Joints open up over the freeze and thaw, water gets in behind the face, and the brick starts popping off. Brick pointing on a wall, a chimney or a porch pier is steady work in Penn Hills. Parts of Allegheny County were mined out underneath long ago. The state maps the areas at risk of mine subsidence. A bowing wall or a settling house is a job for a structural engineer first. We do the masonry and waterproofing the repair calls for.
