Irwin borough and North Huntingdon Township are two separate governments. Each runs its own code office, and the address on the job decides which one you deal with. A teardown inside the borough goes through the Borough of Irwin on Main Street. The borough has its own demolition application, plus excavating, dumpster and street opening forms.
A job on the township side goes to North Huntingdon's Community Development Department on Center Highway. That office handles permits, code enforcement and engineering. Both governments work under the Pennsylvania Uniform Construction Code, but the offices and the forms are not the same. When we quote your job we go over what your municipality requires and who handles each step.
The utilities and licensed trades disconnect the gas, electric and water before a structure comes down. The dig gets called in to PA One Call first. Pennsylvania and federal rules also call for an asbestos inspection before most demolition and renovation work. If regulated asbestos is found, a licensed abatement contractor removes it and a written notice goes to PA DEP.
Most of the borough went up before the Second World War, and the lots are narrow. Detached garages sit at the back, often off an alley, on slabs poured decades ago. When a garage leans or the roof caves in, it comes down with the excavator and hand work. The slab and footers come out with it, or the pad gets left flat for a new build.
Inside the houses, the work is usually a gut out. Investors and homeowners buy an Irwin house, and the plaster, lath, old kitchen and bath all have to go. We do gut outs and selective demolition, and a building background sits behind that work. Load bearing walls, joists, stacks and wiring that gets reused stay put.
The brick is the other half of the picture. Freeze and thaw cycles work on soft old mortar, and the joints in chimneys and parapets go first. Brick pointing rakes the bad mortar out and fills the joints back with mortar matched to the old brick. Hard modern mortar on soft old brick does more harm than good, which is why the mix matters.
Coal is the reason Irwin is here. Mining began near the town around 1853, working a section of the Pittsburgh seam. That coal made good coal gas rather than coke, which set the field apart. The Westmoreland Coal Company, the oldest coal company in the country, started here in the 1850s.
The ground under Irwin, North Huntingdon and the townships around them is the old Irwin gas coal basin. Those workings were mined out, and the Pennsylvania mines closed by the mid 1950s. PA DEP calls mine subsidence the movement of the ground from a collapse of old coal or clay mines. DEP also says that damage is usually not covered by a homeowner's insurance policy.
That matters when a foundation wall in an Irwin house starts to crack. DEP runs a mapping tool that says whether an address sits over an abandoned mine. Our side is the masonry, and foundation repair and waterproofing covers stone, brick and block walls. When a wall is bowing or a house is settling, a structural engineer should look first.
Irwin was the western end of the Pennsylvania Turnpike when it opened in October 1940. North Huntingdon Township now holds about 31,800 people across 27 square miles. Nine in ten of its homes are single family detached, and roughly 2,350 went up in 2000 or later. Plans like Lincoln Pointe, Willow Spring Acres and Grandview Commons sit beside much older sections.
Circleville, Hahntown, Jacktown, Larimer, Ardara, Shafton and Westmoreland City go back to the coal years. The newer plans bring different demolition work than the borough does. Decks rot out, above ground pools come down, sheds fall apart and old patios and walks break up. Retaining walls on the hillside lots let go when there is no drainage behind them.
