Monroeville grew fast after the Pennsylvania Turnpike and the Parkway East came through. Census puts the median home here at 1969, with about a quarter of the housing from the 1950s. What that leaves is brick ranches, split levels and detached garages on hilly lots. Those houses are old enough now that garages lean, mortar opens up and kitchens get gutted.

Monroeville is a home rule municipality, so it runs its own code office. The Building and Engineering Department issues building and demolition permits under the Pennsylvania Uniform Construction Code. For a teardown it asks for a building permit application, a demolition letter and a utility disconnect letter.
The utility disconnect letter is the part people miss. Gas, electric, water and sewer all get shut off and proved shut off before a structure comes down. The municipality's fee schedule sets the demolition fee by floor area and calls for a performance bond.
Monroeville issues the permit. When we quote a job here, we go over what the municipality wants and who handles each step. Its own page says building permit review runs 15 to 30 business days, so it helps to start that early.
Census counts about 13,500 housing units in Monroeville, and roughly 8,700 of them are single family detached homes. Close to three quarters were built before 1980. You see it in plans like Garden City, Haymaker Village and Turnpike Gardens.
A block or frame garage from that stretch is often the first thing to come down. Garages that age settle, the block cracks and the roof starts to sag. Garage demolition here is mostly the excavator, hand work along the property line and a clean haul out. The slab and footers come out with it, or stay put for a new pad.
Inside, the same houses get gutted for a remodel or a resale. We take out plaster, lath, cabinets, tile and old ductwork, and we leave what carries load. We know how buildings go together, so the framing, stacks and wiring that have to stay do stay. On the outside, mortar joints of that age are where brick pointing starts.
US Route 22 through Monroeville is the town's main business district. It carries the Miracle Mile, Monroeville Mall, which opened in 1969, and the convention center. Strip plazas and office buildings run off Northern Pike and Monroeville Boulevard as well.
Commercial demolition on that corridor is mostly interior work. We strip a tenant space back to the shell so the next owner or tenant can build it out. We also cut up and carry out old boilers, furnaces and other mechanicals.
Commercial buildings of that age can hold asbestos in pipe insulation and floor tile. Pennsylvania and Allegheny County rules call for an asbestos survey before most demolition. A licensed abatement contractor removes anything found before we start.
Monroeville is not flat. Elevations run from about 735 feet to about 1,319 feet across the municipality. Yards step down, driveways cut into banks and a lot of properties have a wall holding something back.
Block, stone, poured concrete and railroad tie walls all fail the same way. Water builds up behind them, frost works on them and they lean or blow out. We take out a failed wall and build retaining walls back in its place. Walls over the height the code sets need an engineer's design and a permit.
Coal was mined under this part of Allegheny County long before the plans went in. The Pennsylvania DEP's Mine Subsidence Section maps undermined areas in Monroeville, and parts of the municipality fall inside them. DEP notes that it cannot verify how accurate or complete the old data is. Where a foundation wall is cracking, mine subsidence is one cause worth ruling out.
